Handle disabled software inventory on Dashboard, Software, Host details, and My device pages

Problem

Today, in UI/API we don't know on My device page if software inventory feature is enabled or disabled. That makes hard to inform users about what's going on with software (why they don't see it)

On host details page we know if feature is disabled and we should add dedicated empty state for this usecase.

What about "Add software" feature in case software inventory is disabled?
