Make UI consistent when there are none of something

Context

@fleetdm/frontend discussion, need to clean up and make consistent this UI/code

Goal

As a user of the Fleet UI I want to see consistent "count" UI when there are none of something So that I have a consistent experience using the product

Changes

  • Product: Decide whether, when there are none of something, to display "0 things" or "No things."
  • Engineering: Clean up associated UI logic so this is consistent across the UI.
