New policies page issues

💥  Actual behavior

  1. Policies Team page shows button in top right corner when there are no policies shown on the page. This button should be omitted per the Figma specs

  2. Policies Team page showing inaccurate policy counts when using the search bar. The count on the left always appears to include the total Team policy count, even when no results are displayed, but will omit any global based policies that are not returned.

  1. View the Team policy page with no saved policies.
  2. The video will demonstrate some of the behaviors outlined.

@xpkoala heads up the second bug ended up being an API bug

@mostlikelee found the issue quickly and will be putting a PR and integration tests in for it.
