Scooter says you can put the BC4Key.txt next to the setup (see https://www.scootersoftware.com/vbulletin/forum/beyond-compare-4-discussion/general/13001-automatic-registration-during-install) so maybe a package param that takes a b64 string and writes out the file or a path/URL from which to copy the file?
