create OOO based on future timezone

As a user, I need to schedule OOO blocks for when I'm out of my regular timezone. So that people don't schedule meetings for me at 5 in the morning!

Here is an example of a manually added OOO block.

Yerp. I think this is more closely related to the locations epic, which is needed to drive out location-to-timezone relationships. Right now locations are just strings; they need to carry around metadata like timezone to enable a feature like this.

I like the idea. Another concept that (in my head) also ties to timezone/location is travel. That is, there is generally a travel event that correlates to a change in location and timezone
