Months are displayed in the wrong language in the search (again)

With the update to Smarty 4, the code of function.html_select_date.php has changed significantly. Thus, #132 needs to be re-done in the issue94_smartyupdate branch.

Or maybe not - Smarty 4 is localizing the month names to the local client language: grafik

Totally okay to me, even if this is not neccessarily matching the language FlatPress is set to. Waiting for more opinions, though.

Hm, I just copied the current version (10/16/2022) fp-1.3dev [master] on my server and switched to German. In my search, the months are still only displayed in English.
