[Feature request]: Consider dropping libsoup support

Suggestion

There was some years ago very painful transition from libsoup2 to libsoup3. Flatpak libsoup3 support never landed and seems very large amount of distros have switched over to libcurl instead. Consider removing libsoup2 support completely as an alternative to growing libsoup3 support. The purpose of this ticket is to reach a decision about whether or not libsoup can be removed.

We've had libsoup support (at least in theory) for the whole 1.15.x cycle, and we're hoping to do a 1.16.x stable branch soon, so I think the time to drop this would be immediately after branching 1.17.x.
