Add language for translation: pt_BR / Portuguese (Brazil)

Please include pt_BR to the list of languages in Zanata translation platform so I can translate flatpak documentation.

I'll actually leave this open, just so I can be pinged again once its actually translated and I can import it to the repo, and configure readthedocs.

@TingPing Would be so kind to update source documents (a.k.a .pot) in Zanata by running zanata push --push-type source ?

While waiting, I translated the whole thing, but many files changed since last .pot update in Zanata (somewhere in 2018).

@TingPing pt_BR translation is in the repository, but I don't see its readthedocs. Can you please take a look at it?

@rffontenelle The language has been enabled on the docs website.

@TingPing It has bad formatting at the moment (See). Not sure it is related, but rtd's raw output showed me I didn't pushed a fix for some syntax errors in the last update, and #359 fixes them
