Update building documentation

We should update the documentation, there are deprecated minGW, make instructions:

• [x] Add FetchContent instructions @DiamonDinoia
• [x] add windows cmake instructions @DiamonDinoia & @janden
• [x] Add matlab/python/octave/fortran instructions @DiamonDinoia, @janden, @lu1and10, @ahbarnett
• [x] we should add pip and conda-forge instructions @dfm
• [ ] remove duplication in options and default to using presets.json @DiamonDinoia
• [x] python pip install from source instruction to add @janden (after the foolproof command)
