postgresql: update to version 17

In this PR, we upgrade tested version and chart version to postgresql (pinned to 17.5 for charts). Version 13 is about to be deprecated by some cloud providers, so let's test newer version and this one is maintained until 2029.

It's a big jump but I would not expect breakage as we use Nebraska DB as a really "classical" DB.

Testing done

TBD: I would like to test the helm chart with a migration path from current chart to this new version
