describing the change Adds a CONTRIBUTING.md file outlining contribution guidelines and workflow. Helps new contributors understand the process and expectations for this project.

[ ] Changelog entries added in the respective changelog/ directory (user-facing change, bug fix, security fix, update)
[ ] Inspected CI output for image differences: /boot and /usr size, packages, list files for any missing binaries, kernel modules, config files, kernel modules, etc.

@amitabh90 Hey, thanks for looking into this. But as stated in this comment: https://github.com/flatcar/Flatcar/issues/1816#issuecomment-3117567363

We need to wait on a few more things to fall in place, given that the whole contributing "experience" is changing right now, there might be a few more that change in a bit, so lets wait till its all settled
