Investigate 'net-misc/ntp' removal

'net-misc/ntp' is currently being discussed for removal on the Gentoo side: https://bugs.gentoo.org/962880. We might be interested to work on a migration path for users.

While Flatcar uses 'timesyncd' for network time protocol, we might investigate on shipping Chrony as a drop-in replacement for 'ntp'.

@tormath1 since this issue https://github.com/flatcar/Flatcar/issues/1340 we rely on net-misc/ntp on AWS and GCP, and Azure relies on Chrony. We switched to ntp because timesyncd only implements the SNTP protocol which was less accurate.
