Flatcar Maintainers must review and acknowledge CNCF project lifecycle & graduation process

Context

As Flatcar is preparing for CNCF graduation, it is essential that all maintainers are fully aware of the expectations and requirements for CNCF project maturity levels and the graduation process. The CNCF process and expectations for graduated projects are described in detail here:

Action Required

All maintainers are required to read the above document in full and ensure they understand the CNCF process, including requirements for moving between maturity levels and the expectations for graduated projects.
After reading, each maintainer should comment on this issue stating that they have read and understand the process, and agree to follow it.
