[DEADLINE 2025-03-20] Use terraform deployment for GCP marketplace
Current situation
We currently use Deployment Manager for configuring our GCP Marketplace offer (i.e. setting up new releases for publishing on GCP Marketplace).
Deployment Manager is being deprecated on GCP Marketplace:
Caution: The Deployment Manager Actions feature is no longer supported. If your product relies on this, use the Partner Support Desk to request assistance, and include the word "Marketplace" in your description. For more information about Partner Support Desk, visit Request assistance with Cloud Marketplace.
Respectively, the Marketplace publishing web UI warns:
Marketplace no longer supports creation of new Virtual Machine products using Deployment Manager. Existing products using Deployment Manager guided configuration can still be updated until May 20th, 2024 and will be automatically migrated to use Terraform-based deployments. Products using manual configuration can still be updated using Deployment Manager until March 20th, 2025.
Marketplace users are asked to switch to terraform deployments.
Impact
We will not be able to update Flatcar on GCP marketplace starting March 20, 2025.
Ideal future situation
We have switched to Terraform publishing and have explored full Marketplace automation.

A new repo has been created: https://github.com/flatcar/terraform-gcp-flatcar/
It has been validated and tested by booting up a test instance - so far, everything looks good.
In the next release, we’ll use the Terraform package to publish on the Marketplace and update things as we go.
