Removes Censorship

This PR removes the censorship code from this repository. The purpose of Ethereum is to build censorship a censorship resistant financial system and global execution engine. Code that is created which enables people to contribute to censorship of the platform is code that hurts our ability to achieve these goals. While we cannot force anyone to run any particular piece of software (nor do we want to), we can at least choose not provide the tools necessary to undermine the entire purpose of the platform.

The hope is that this repository can be maintained without censorship, and if people want to create private forks that add censorship we can't stop them but at least all of the official software being produced by significant ecosystem actors is working toward the same goal (censorship resistance).
