[A11Y] Notification clear buttons have small touch targets

Ideally, that button would fill the available space for the NotificationList-header div above it, at least the full vertical space and the space to the right. Not sure how far to go on the left (perhaps just until it's square).

The individual notif clear buttons could use some attention as well.
