Define modifier keys.

It should be possible to define an unlimited amount of custom modifier keys, which can be used for configuring key combinations as shortcuts. This is also helpful for gamepads, because you could use the trigger buttons as modifiers. This would allow to use the 4 buttons for 16 actions (no modifier, left trigger, right trigger, both triggers)
