Authentication Can use all password

i activate authentication, but when i tried to login using random password it still can be connected, and i don't see any users.db on my directory

have you enabled an additional authorization script on the openvpn server? https://github.com/flant/ovpn-admin/blob/master/setup/configure.sh#L44-L52
