Backfill Sealed Secrets from runtime secrets so that they can be backed up securely

As velero only backs up in plain text with no plan on encryption support other than what is natively available on S3, we cannot backup secrets. We can however backup Sealed Secrets, so for secrets that are appropriately labelled/selected, Create a corresponding sealed-secret that would recreate it on restore.
