DF Chat Enhancement: Chat gets stuck in a state that it always thinks you are scrolled up

Describe the issue Sometimes the chat will get in a state where even if you are scrolled all the way to the bottom new messages will appear and it won't scroll down to see them, the message "Scroll to bottom" just appears each time. If you click it or scroll manually, it'll still happen the next time a message comes in.

This can sometimes affect players but not the GM. I currently have a world where this is the case.

This never happens immediately. It only happens after a lot of messages have accumulated in the chat log. It appears to happen mostly when I'm using Midi qol's combined chat card.
