BUG: DF Scene Enhancement "Display Full Names in Nav Bar for GM" displays full names to EVERYONE

Using the "Display Full Names in Nav Bar for GM" option, which allows you to see the real "Scene Name" and not the "Navigation Name" for GMs is super useful, but it is not working correctly, and instead of only showing this to GM users, it shows it to all users. So for instance I named a Scene "Trapped Room" and gave it the Navigation Name "Room", and my players saw "Trapped Room", which obviously is not ideal.
