Update Windows Packaging Tools

We are currently using WIX 3.14 which is out of service: https://docs.firegiant.com/wix/wix3/

We need to port to a newer version of WiX or an alternative packaging method for .msi files on windows.

Thanks @mmahmoudian since we use CPack I think we need to use NSIS or WiX dot net version from per this:
