Ability to Configure Automatic Screenshot Timestamp in Images (for Windows)

Will the screenshot timestamp ever become a feature?
Discussions about "How to make a timestamp on Linux systems" are not helpful for those that use Windows.
A lot of us do not want to install additional software to have the timestamp capability. We just want the timestamp to be a integral feature of the Flameshot application without any external dependencies.
Why is this so difficult?
This was removed in 9367bcd due to a localization issue on Windows. I think that Time should work find based on the commit log, but I don't have a windows machine to test on.
You are welcome to edit that file to remove the #ifdef on line 70 and post the results (although I'd also like to see the results with Cyrillic).
