Reference guide 403 forbidden error

I tried to access the reference guide and I got an error about not having sufficient permissions.

I was at this website: https://shpc.oden.utexas.edu/libFLAME.html

And tried to click on the link: https://www.cs.utexas.edu/~flame/web/libflame.pdf

And I got a 403 forbidden error.

Hi @jmh530. Thanks for this report. Last I checked, those resources are managed by @rvdg.

Thank you for reporting. I have fixed the link. When you get to GitHub, it gives a "Unable to render code block" error, but you can then download the file to view it.
