Reindexing fails if root topic is not readable by anonymous users

Reported by flack on 4 Apr 1994 05:18 UTC Because this causes a login prompt before require_valid_user('basicauth'); can be called in the reindex script. Thus, $_SERVER['PHP_AUTH_USER'] isn't populated and no credentials get passed to httplib.
