[BUG] Left-Click gas can near guards causes guards to open fire

Current Behavior

Left-clicking while having gas can equipped near guards causes them to open fire.

Expected Behavior

Nothing.

Steps To Reproduce

1. Get a gas can
2. Pull it out
3. Left-click near a guard (tested at Sandy Hospital guard)

Another issue - players are able to do drive-by shootings and vehicle melee attacks without triggering a guard response. Need to fix this to listen for any inflicted damage towards another player.
