[FEATURE REQUEST] Do not skip if artifacts expired

Sometimes jobs can depend on artifacts from previous jobs. The old artifact can be collected and associated with the new (skipped) job, but this can only be done if the artifact has not yet expired. It would be nice to have an option which allows jobs to not be marked as duplicates if the duplicate contains expired artifacts.

No offense, but currently I do not have any free time for feature requests. If you are submitting a small PR then I would be willing do review and merge it, but I won’t implement any new feature on my own.
