any thoughts about making a formula for tranquil?

I just looked through doing this and it seems that the Rakefile would require some changes to make it determine the paths (such as TRANQUIL and LLVM) during runtime. It's a common convention to use the prefix environment variable to refer to the directory to install the formula.

Just a note here if anyone wants to pursue this. I'll get back to it later if I can.
