Without an open source license applied to this repository, the authors retain all copyright to the data, and restrict the options of anyone who wants to use this data. Are you even allowed to share a dataset like this? I thought you could only share the tweet IDs and a script for the end user to download the actual tweets themselves, like this repo does

That article's about the limits on the Twitter API usage. These are deleted tweets and therefore not accessed via the API.
