feat(translation): missing content for zh-cn and zh-tw

Adding missing readme content into Chinese simplified and traditional READMEs.

• Simplified (zh-cn) was missing a line detailing where to go if users need guidance on command line operations

• Both Simplified and Traditional (zh-tw) were missing the details element describing what to do if users get an Authorization error during the git push process.
