Hello,

How do we complain about having an IP in the blacklist while it should not? Is there a procedure?

This guy doesn't give a shit. He's in the market of fake security and the more correct or incorrect IPs he has the larger the chances he gets to sell his packet of lies.

There is no procedure. Best we can do is report this repository to github

wtf? Sorry, but 'this guy' isn't responsible for the IP's being blocked - this software just creates firewall rules from IP-Lists that are generated by others like abuse.ch, spamhaus etc.

So back to OT - You need to figure out which list is containing the false positive and then address the maintainer of the blacklist...
