Improved combined highlighter (related to flexbox, grid, visual picker)

During work on the Flexbox Inspector, we initially landed a highlighter that combined the flex outlines with the box model highlight. Unfortunately, this had to be rolled back as it seemed too distracting.

There are ways we could improve on this by coming up with a new highlighter look rather than a simply combined highlighter.
