Console Reverse-search feature is not discoverable

On OSX, you can trigger it with Ctrl + R, on Windows and Linux, with F13. There is no button in the UI that allow to open the reverse search UI, and it probably hurts the discoverability of the feature.

I'll add here that this requirement was discussed alongside the console multiline feature (https://github.com/devtools-html/ux/issues/39), it might be a good idea to explore the same type of mechanism for revealing/toggling the UI of these two items, or at least considering both when working on one.
