Option to move "Responsive Design Mode" button

I tend to use both dev tools and my biggest pet peeve is that the responsive mode button is on the other side on Firefox.

I think we discussed putting it there by default (not as an option) in the past, and there was some sentiment in favor.

My opinion:

• it might help some users discover the RDM tool;
• there’s no strong reason for the difference with Chrome, and with many users using Chrome regularly (and sometimes more often than Firefox) it could be worth aligning.

Thanks @fvsch. The right way to go may be default left-side, with option for right-side (for those with strong FF muscle memory).

Going to tag @janodvarko and @martinbalfanz in case they have input on whether this is something we could consider squeezing into our maintenance mode.

I like the idea to align this with Chrome.
