Re-symbolicate should treat the profile as a local profile

Steps to reproduce:

• Have a profile with no symbols
• Re-symbolicate the profile

Expected behavior:

• The profile should be treated as a local profile, sharing it should prompt for a re-upload.

Actual behavior:

• The profile appears to be shareable, but any URL state points to the old profile.
• The symbolication process could also change the function grouping of the stacks, and stacks could be invalid in the URL.
