Proposal enable greenkeeper on each package

I notice that our debuger.html have greenkeeper enabled. After #775 land, i think it's good time to enable greenkeeper. Please correct me if i am wrong :smile:

Alright captain jason @jasonLaster , 775 was landed. Before we start kindly answer my question:

1. Who own the greenkeeper on debugger.html ? is it personal or organization account?
2. What is the correct way enable it?

   via their site it's use github app

3. Shall we also enable it on devtools-core?
