Add comment on a budget for a given month

Description

To expand on the idea submit on #5373, it could be nice to have the possibility to add a comment on a budget for a given month. For example, if I have an Insurance budget and exceptionally this budget is higher than usual, this feature could allow to explain why.

Solution

Please add a button to the budget row allowing to set/edit the comment for the given month. The comment could be seen either as a tool-tip or in a column.
