make sure cluster restart scenarios are working

Find the example google doc of a cluster restart, and make sure Firedancer supports the boot parameters for agave in our toml file.

Also work with Solana to make sure when they publish instructions it includes Firedancer guidance.

Also work with Solana to run some test restart scenarios on testnet.
