Remote snapshotter dial timeout reliant on host load
The purpose for this task is to design a mechanism which provides a simple ux for enforcing a timeout for remote snapshotter dials.
Today the SDK exposes approximately 4-5 different knobs for tuning the timeout process of a remote snapshotter dial using gRPC / vsock which is very cumbersome to users to know the details of.
