[Dev UI] Prompt Runner - markdown support

Currently only enabled in the model runner.

  • Can we get away with defaulting to preview mode, since the template will show the "raw"?
  • Alternatively, we can revisit once the message-by-message preview/edit is available. The nuance here being that message list is always RO

I ended up not implementing this yet, because I think its important to be able to switch between the raw and rendered versions easily in order to debug prompt rendering. If anything, its more important in the prompt runner.
