Add a CHANGELOG.md that just points people to the GitHub release notes. Just a convenient way to redirect those who go looking for a CHANGELOG at first.

Thanks for the review. Let me know if I need to do anything else to get this merged. It's just a single markdown file, so I'm not sure if the github action checks are necessary.
