[Internal] Get a code auto-formatter into the build chain

I've had some issues with Android Studio 3.2.1 making very bad formatting decisions, and @lsirac has as well.

Let's just get some sort of formatter (man I wish Java had prettier) as a build step to avoid any future bikeshedding.
