"We love the president" not increasing city pop?

"We love the president" in a city should increase the population. Doesn't seem to be happening?

City 1: size 3, 1 happy, 1 normal, 1 scientist.

Playing in depotism, hanging gardens built.

The "we love" message occurs each turn. From Microprose CIV, I think the pop is to increase each turn until the "we love" condition no longer takes effect.

In Civ, WLtK/WLtP increases economics by one tier: Anarchy has no effect. Despotism loses the -1 Production penalty on wheat/shield squares. Communism/Monarchy gets the +1 Trade bonus on road squares. Republic/Democrat gets city city growth if the city has 2 excess wheat.
