Add flavor for Unicode Technical Standard?

Consider adding a regex flavor for Unicode Technical Standard. I believe it's based on the PERL implementation, but with some various extensions. The Swift language appears to be based on the UTS, so this would also enable the ability to add Swift to the language list. Thanks for your consideration!
