Static Diagrams: Admin support to upload diagrams

Description

Add support to load/update the (badly named) svg_diagram table. It should work similarly to the existing Static Panel admin screens and allow users to:

• create new records (and cut n' paste svg/html into the clob)
• update records
• delete records

Ideally we should add some help to let people know how to find the magic group names.
