Surveys: allow survey_run admin / run owner to update the name and description of a survey run

Description

Currently these fields cannot be updated through the UI.

• Should be limited to SURVEY_RUN_ADMIN or the run owner as I don't think we should allow the approvers for an instance rename as it might be a run issued to multiple subjects.
