Measurable Category: add ability to hide taxonomies

Description

We have deprecated a taxonomy but now wish to stop showing it to users. However we don't want to get rid of the data. If we delete the category the fk reln between the measurable and the category will prevent it. Therefore we need to add a flag or similar to the table.
