Ratings: combine Ratings and Viewpoints sections

Description

Currently the measurable view has distinct sections for Ratings (all mappings to the measurable) and Viewpoints (a mix of implicitly related ratings and explicitly linked 'things').

Proposal is to combine Ratings and Viewpoints (Implicit Ratings) into one section and rename the residual Viewpoints section to something like 'Relationships'
