Grids: allow columns to be resized

Simple User Story

As a Reporting User of Waltz

I want to be able to resize columns when viewing an instance of a Reporting Grid for a group of Applications

So I can see complete column header names and expand cols to see content in the rows rather than needing to export the report to Excel / CSV
