Support mulitple country taxonomies

Description

There is a need for a taxonomy of countries / regions to support things like:

• Data residency
• Jurisdiction
• etc

These could be modeled by simply cloning a measurable taxonomies and having differing rating schemes.
Alternatively we could have something like measurable category instances which allow for multiple instantiations of a base taxonomy.

Things to consider:

• [ ] presentation (lots more rating tabs would make the UI look messy)
  • could this be simply addressed by giving the category an optional 'group' ?
• [ ] divergence
  • sharing a set of base entities will mean all instance ratings need to be kept in lock-step with the base
• [ ] considerations of (any) impact on existing bulk loaders
